John Malcolm from the Heritage Foundation explains that FISA allows the government to go to a "secret court" for warrants. They're supposed to be used in terrorism investigations and counterintellegence investigations. To spy on an American, they have to prove that the citizen is working with a foreign intellegence. The original FISA application for Carter Page has a lot of text blacked out, but the public doesn't know what that information is. John Malcolm says one thing that is clear is that the FBI relied heavily on the Steele dossier. Without the dossier the FBI wouldn't have had the evidence to go after Carter Page.
