Illinois Policy Institute’s Bryce Hill said sometimes it’s not right to depend solely on letting the people vote when it comes down to Pritzker’s progressive income tax.

“Really it would be a blank check that they would be handing to voters,” Hill said on how lawmakers will be voting on the income tax. As of right now, there is nothing specified and the language on the bill is completely generic. The unspecific nature of the bill is on purpose so Illinois voters don’t know they are signing up for a bill that is a blank check.

“When you get down to the nitty-gritty of it, it’s going to hurt the middle class,” he said.

There is no support for this bill downstate. All of the advocacy to pass this bill is from Chicago.
